I think that Winston Churchill said this because he knows that you need a number of things to win a war. For example, If you were in a boxing match, are you going to win by simply running around the ring and avoiding the opponent? No, You need to fight back. Churchill's statement is simply saying that The allies are not going to win the war if they do not fight back. They can not keep running away and avoiding the fight.
